How safe is any company from a raid prompted by an unlikely "whistle blower"?

August 25, 2008, U.S. Immigration and Customs Enforcement (ICE) carried out a massive raid on a high-tech manufacturing plant run by Howard Industries yesterday and detained 600 workers - the Associated Press called it the "Largest Single-Workplace Immigration Raid in U.S. History" (see below).

It's interesting to note that the investigation was prompted by an unexpected "whistle blower" - in this case a union member, and that the company that was raided isn't part of one of the typically targeted industries (like meat-packing). The critical point is that no company can really tell the degree to which it is at risk from a raid like this one.
